Frank served as the Dean of the College of Arts and Sciences at USFSP from 2007 to 2018.  He has recently returned to the classroom while simultaneously continuing to build OPEN, the university’s community partnership and engagement arm he co-founded.  Based on the concepts and practices of “open-source”, OPEN@USFSP can be described as a space (physical and virtual) and framework where diverse audiences and interests intersect and harness their collective wisdom to build shared community and address complex social issues.
